To him, it's not his place to be there. However, he has no problem working with mutants if it turns out the humans are the bad guys. (Thus why he entered the Matrix and teached Milo all he needed to know to get out.)

-Expert Sword Fighter: Cloy can easily fight with a sword and is very skilled in numerous sword styles
-Hacker: Even without his powers, Cloy is an expert hacker and computer specialist. He can understand mostly any written code and work it to his whim. Such was seen during the predator arc where he deciphered their message in mere days, despite being written in complex language.
-Gun Use: His short time with the government has given him a good knowledge of guns, but he prefers to use his sword.

Powers:
Cloy has gone through a procedure that fitted him with cybernetic parts and implants, thus granting him several powers and abilities

-Cybernetic Physiology: By being implanted with cybernetic parts, Cloy has reached physical capabilities far surpassing normal humans, and can control technological equiment using his own personal rewriting code.
--Enheaced Strength: The cybernetic parts give him enhanced strength far exceding normal humans. It's unknown what his limit is.
--Enhanced Speed: He can run faster than any human being, able to reach speeds of about 40 miles per hour without overexerting himself
--Enhance Reflexes: He can react and move at a much faster rate than any human being. As such, he can dodge bullets if the distance is good enough and easily dodge incoming punches
--Enhanced Senses: His senses are enhanced to the point he can see things that move at faster rates, hear things that normal humans cannot and keep constant equilibrium.
--Enhanced Metabolism: His cybernetic implants have allowed his metabolism to function at greater speeds, eliminating toxins from his body much faster and allowing him an accelerate healing rate. He can resist a normal dosage of certain chemicals but stronger doses will knock him out. He can't get drunk.

-Technopathy: As a result of the cybernetic implants, he's gained control over all technological devises by overriding their codes using his own. He's skilled enough to manipulate the matrix his father created fighting on pair with the Agents, and he can hack any global computer easily and effectively. He can shut down electrical devises or turn them back on, lead them into overload or cause them to explode by short circuiting them.

Bio: Cloy is James son. Back in the day when James still worked in cybernetics for the government, he believed he found a way to integrate cybernetic parts into humans in order to make them stronger. Cloy came to the government and offered to take the "operation". Everything went as planned and Cloy gained physical strength and speed greater then any humans (excluding evolved humans of course), and as a side effect, gained technology control to a great degree.

Later when James started the VW program, Cloy had himself captured and put into the system. He hoped to stop his father and bring the system down from the inside, but he underestimated the systems defensive systems. When he realized that technopathy alone wasn't going to be enough, he became trapped in the system along with the rest.

Later again Cloy saved Milo when he entered the system and though him how to use his technopathy to bend the systems rules. After James was defeated and the mutants freed, Sandra seen Cloy and offered him a place at SXM, Cloy however turned it down and went his own way.
