Personality: Quelter is a very manipulative young boy, who fools others with his innocent appearance. He's very deceitful, and one who can turn friends against each other. He also hates all intelligent life-forms, aside from those in the Phoenix Alliance. He is not caring for others, and will go to any lengths to make a change in the world.

Skills: He's a skilled knife thrower, and skilled fighting with Stiletto knives. He is a skilled thief, and master of martial arts having adapted to using his abilities with his fighting style.


Powers:
Perception Alteration- He can affect people's perception, making him various dangerous. He can affect someone's perception of time, allowing him a form of time stopping. By affecting someone's perception of time, he can make it so others can't move, or slow down people's reactions. He cannot affect the perception of inanimate objects such as projectile's, or fire.  There is no time limit for how long he can alter perception, and he can activate this ability on reflex being vary advanced.

He can also affect what others perceive, meaning he can use a form of illusions or even power suppression. He can make other perceive non-existent things such as food, or enemies in the place of allies. He can even make someone perceive they do not have abilities,  however if one over-whelms there perception they can resist his power, but not the time altering effect.

When he alters one's perception, those with powers such as illusions, or Strade's ability can undo the damage he has performed.


Weakness

-He is still vulnerable to the effects of regular Space-time Manipulation, however he can effect Time Manipulators with his ability.

-He cannot make people gain powers, by altering  their perception.  He also cannot use his perception altering, to gain any form of reality warping or any other ability he does not wield.

-He's still vulnerable to Illusions, Power Supression, Power Return ect.


Bio: Quelter was born a year after Lezune into a poor family,his father American, and mother a Japanese woman. His mother had become a Prostitute, which is how she met and fell in love with her father. At a young age he began training with his mother, and his brother Lezune slacked off from training becoming a genius. His father left the family when he was only five, returning to America. He wanted revenge on his American family, and began training with his mother. By Middle School, he was  dangerous and a threat.

His powers began to manifest, and his brother's. After their mom was killed, he left to America with his brother, to  kill off all his American family. Eventually he located his father, and held him hostage torturing him. With Lezune, they killed him,and Devon recruited him into the Phoenix Alliance. After being recruited he went on several assassination, and retrieval missions. He began dealing with the SXM, rendering Yamairo powerless, and nearly getting killed by Harry. He helped Lezune still $100,000,000 and kidnap Sindus/Lex. After the fall of the Phoenix Alliance he went into hiding living with Devon and them.
